Notes that the basic development problem of ACP countries is inadequate, uncompetitive and undiversified productive capacity. Sees the Economic Partnership Agreement as almost entirely about market access and other trade-related modalities with no direct, targeted attack on the basic supply-side problem, let alone binding commitments to put in place a complement of measures aimed at this problem.
