Summary: Suggests that global civil society can be viewed both as site of expanded possibilities for social action and as a source of significant new constraints. Notes that research has focussed on their capacity to engage in global campaigns to promote norms observance and to influence international politics with respect to human and women's rights, environmental sustainability, and fair trade (among other issues) by petitioning international organisations, corporations and states. States that less attention has been given to the extent to which the core actors in civil society, such as transnationally active NGOs, actually share the values they are said to promote or to the ways in which they negotiate their diversity of views.
