Summary: Notes that despite an increase in manufacturing in Latin America and the Caribbean, the growth in value-aded generated by exports of manufactures has been disappointing. Argues that the LAC countries shoud adopt more proactive, foward-looking national policies, concurrent with the rapidly changing world marketplace, under a strong alliance between the public and private sectors.
