Discusses agricultural problems that affect small states particularly those of the Commonwealth Caribbean. These include the inherited plantation system and failure of governments to implement land reform policies; the decline of agricultural employment due to migration from the rural areas and inefficient price and trade policies. Stresses the importance of sector planning and financing for the agricultural sector which will then provide greater support for other sectors viz. tourism and manufacturing. Includes statistical data on per capita arable land in both large and small states. Shows the relationship between agriculture and other sectors and the difficulties faced by small states in marketing their produce because of location.
