Summary: Series of papers that discuss the history of the Commonwealth Caribbean, its security needs, its current social, economic and political conditions and its resources. Describes the psyche of the Caribbean people, their culture and talents. Makes suggestions for U.S. policy makers which include desisting from large scale security assistance, disengaging excessive Cuban involvement in the regional course of events, and which cover areas such as trade, energy, migration control, technology transfer and market access. Reviews historical development of foreign relations of the region, examines areas of agreement in US-Caribbean relations and discusses US relations with the Commonwealth Caribbean. Much discussion focuses on Cuba and Grenada.
