Summary: Analyses the policies which underlie structural adjustment programmes and studies the system of foreign exchange auctioning. Presents an illustrative stylised model of the LDC economy with some of its percularities and uses it to analyse some of the policy prescriptions of the adjustment programmes. Presents available data for the three countries in order to assess the effectiveness of the programmes. Documents and evaluates some of the recent international initiatives on debt relief for African countries.
