Provides an overview of the perspective of NGOs and some indications of the preferred direction for future Caribbean development. Gives detailed comments on the official working document which in the opinion of the presenters, needed to elaborate a vision of a preferred Caribbean society; set out the complex of elements necessary to provide the economic under-pinnings for the realization of this vision; indicate the role to be played by regional cooperation and integration in achieving the desired vision; identify obstacles and constraints which affect the implementation of identified elements; and to identify strategic and actions which can be employed to reduce or eliminate the constraints and obstacles.
