Summary: Examines the scope of the Human Resources Development Programme, one aspect of the social and economic support programme designed to cushion the impact of stabilization and adjustment policies on the Jamaican people. Considers briefly other programmes which have been designed by Government inter alia, the food stamp programme; restructuring and decentralization of the Health Care delivery system; improvements in the Education sector at primary, secondary and tertiary levels; the introduction of the productivity Incentive Programme and Action Loan Plan.
