Based on the Proceedings of the Round Table. Papers are grouped in terms of two criteria - thematic and regional or natural coverage. The general studies deal with management of change, accountability for more efficiency and effectiveness; training; and improving effectiveness. The regional studies address planning and management in Latin America and the Caribbean, as well as management, administration and planning in two other regions. Themes of management and planning are also considered in the national and institutional studies.
