Identifies the program's direct costs as the real estate tax revenue forgone in the form of abatement and exemption benefits by New York City while the direct benefits are considered as the increase in real estate tax revenue which will result from improved property valuation when the benefits are expired. Suggests the programme should be modified or replaced with an alternative.
