Summary: Notes that many Caribbean countries have already attained the target of 80 percent of 14-year old children being functionally literate by the year 2000, as suggested by the Draft Framework for Action which was discussed at the World Conference on Education for All held in Thailand, March, 1990. States that in the light of this the Caribbean may have to set its own regional targets which would not be relevant in some areas of the world, and suggests some targets which should be aimed at.
