Summary: Examines how the implementation of the agreement among the Governments of Argentina, Brazil, Paraguay, Uruguay, and the Government of the USA, concerning a Council on Trade and Investment, may lead to individual free trade agreements among these countries, and may eventually lead to a future hemispheric free trade zone. Discusses the positive and negative outcomes, to date, of the Agreement, and shows that the US has benefitted from the Agreement economically and politically.
