Summary: Focusing on the crisis in Haiti, argues that the OAS will remain largely ineffective in neutralizing challenges to the democratic process in Latin America and the Caribbean. Identifies the two factors for this ineffectiveness as (i) misperceptions about the purpose of the organization; and (ii) power asymmetries and a concomitant fear and suspicion of the OAS among members of US motives.
