Stresses the need for policy makers to integrate the viewpoints of economists, ecologists and sociologists into the concept of sustainable development. Points out that practical progress is required at the following three levels if development is to be sustainable: (1) those potentially affected by development projects need to be more involved at the design stage; (2) local knowledge needs to be better utilized in the design and implementation of programme; and, (3) policy makers must build their capacity to assess social impacts of policies and investments.
