Attempts to explain why Cuba has posed such a special problem for the United States for 35 years. Concludes that the government of the United States has little incentive to change its relationship with Cuba as long as Castro remains in power. His continued hold on power not only defies the wishes of the US but also represents a challenge to its role as unimpeded regional hegemony.
