Summary: Notes that as well as opening the possibility of trade diversion, free trade areas (FTAs) can also do less than would be hoped for in trade creation. Argues that if FTAs are really going to help world trade, they must be non-discriminatory. Entry to FTAs should be granted willingly, and members of FTAs should commit themselves to reducing their external as well as interior barriers to trade.
