Submits that the elimination of legal obstacles is vital to the effective functioning of any economic scheme in Africa. Argues that while the Abuja Treaty in its present shape provides an adequate legal framework for African economic integration, it fails to provide, specifically, for cooperation in legal matters, as a substantive area of activity among Member States.
