Summary: Discusses the important role of the rural sector. Argues that there is an urgent need to shift the EUs strategy to a more comprehensive sector-oriented approach, with a two-fold objective, viz., to take into account the sector policy framework including the links to the macro-economic level and adjacent sectors, and to define and design investment and aid programmes along sector and subsector and thematic lines as a logical result of sector analyses and agreed strategies.
