Emphasises the importance and nature of international, top-down pressure for increased environmental protection in international organisations. Identifies three sets of policy considerations that can help facilitate the development of environment-friendly rules in trade organisations, viz. (1) the extent to which environment-friendly rules develop will depend in large part on which international organisation is chosen as the forum for action; (2) the development of environment-friendly rules in trade organisations will be facilitated by actions that enhance the will and capacity of richer, greener countries to compensate poorier, dirtier countries or coerce them into action; (3) the development of environment-friendly rules can be facilitated by pursuing more extensive trade liberalisation.
