Discusses current trends which suggest that women account for a growing proportion of those people who are considered poor on the basis of income, not only in industrial countries, but also in the developing world. Argues that this femminization of poverty should be considered a legitimate foreign policy concern since their poverty shows global economic growth. In poor countries, their disadvantage feeds a destructive spiral of poverty.
