Summary: Presents a brief overview of Titles I, II and III of the Act, where Title I codifies the restrictions in effect as of March 1, 1996, that collectively form the US embargo against Cuba; Title II provides a prescription for achieving a democratic government in Cuba; and Title III creates a new federal cause of action against persons 'trafficking' in property confiscated by the Castro regime. Examines Title IV and the categories of foreign nationals who may be excluded from the US under its provisions. Exposes potential problems associated with the systematic enforcement of Title IV.
