Summary: Notes that the region did not prepare itself adequately for the negotiations that resulted in the final conditions embodied in the Uruguay Round. Indicates that the Regional Negotiating Machinery will enable the region to have a consolidated position to negotiate alliances with other trading blocs and advise member countries in a timely fashion. Highlights the role that IICA is playing in the achievement of an informed understanding of the new realities of globalisation and trade liberalisation in the agricultural sector.
