Presents case studies in two universities viz programmes offered by the Institute of Distance and Continuing Education of the University of Guyana; and, the Certificate in Education offered by distance via the University of the West Indies Distance Education Experiment. Compares the performance of students in the latter programme with those doing the same programme via a face to face delivery system. Highlights some of the characteristics of both institutions which result in their 'hesitant' approach to distance education. Discusses some areas for improvement in order for the potential of distance education at both institutions to be fully exploited.
