Summary: Identifies factors that influence developing country compliance with and participation in the dispute settlement mechanism of the WTO. Concludes that although developing countries have voiced important support for the Dispute Settlement Understanding (DSU), failure to address the problems identified by developing country diplomats at a minimum, threatens developing country participation in and compliance with the WTO dispute settlement process and perhaps even the dispute resolution structure itself.
