Documents the basic facts about the development problem in Latin America. Decomposes GDP per capita to show that low labour productivity (and in particular low TFP (Total Factor Productivity)) is at the core of the problem. Describes a model of TFP and calibrates it to data for the US. Performs a quantitative analysis of institutions and policy distortions in LA with a discussion of policy implications.
