Summary: Proposes the implementation of a cadet-type syllabus coupled with CVQO's (Cadet Vocational Qualification Organisation); BTEC (Business & Technology Education Council, UK); and First Diplomas in Public Services, Music and Engineering. Aims to promote alternative forms of vocational qualifications and to keep 'at risk' youth in education and off the streets, where they are susceptible to gang culture. Provides models for adoption by stakeholders in youth development and education. Also includes decisions emanating from the February 2010 CARICOM Youth Conference.
