In the context of the internal reorganization of the UWI and the desire of non-campus countries (NCC's) to achieve their tertiary educational goals, discusses ways in which UWI through its extra mural system and other institutions can assist in providing the skills needed at a pre-university level for the socio-economic development of the NCC's. Considers access to the UWI by NCC students and examines ways in which UWI can help in the development of tertiary courses in the NCC's both for accreditation and certification.
