  <abstract>Outlines policy objectives to be pursued in order to ensure a coordinated and coherent approach to the evolution of a CET. These took into consideration the relationship between protection and export competitiveness, the revenue needs of member countries, intra-regional competition, and the need for a simple structure of the tariff rates.  Describes the structure of the tariff rates and identifies those commodities that will be given special treatment. Contains lists of items on which suspension of the CET has been granted to various member states.  Records the text of the Draft Decision of Council delegating powers to the Secretary General to suspend the CET for a specific commodity, to any member state in circumstances where regional supply of an item is insufficient.</abstract>
