  <abstract>Considers source of the areas which require the attention of the government viz. employment opportunities as they relate to increased indigenous labour force; unrecorded unemployment; sustained training and retraining; stimulation of public sector job creation. Underlines the need for acceleration in the pace of vocational and technical education. Feels that the expansion of the economy would require active participation of both nationals and foreigners. Recognizes the efforts already made by Government in establishing a priority list of agro industrial projects to aid self-sufficiency and sees the introduction of appropriate legislation as a means both of providing new employment and creating new skills and experiences for the work force.</abstract>
