Examines the nature and extent of Guatemala's interests, one of which is to gain easier access to the Caribbean Sea. Notes that as a result of the extension of the territorial sea limit from three to twelve nautical miles and the emergence of the 200-mile exclusive economic zone into the corpus of international law, the dispute should not be seen as being confined to the land, but as extending to the sea.
