Discusses the NAFTA experience in developing rules of origin, and notes that conclusions reached during discussions may be of interest to other nations if there is an international harmonization programme. Points out that the harmonization effort proposed to the GATT contracting parties will involve reaching agreement on the meanings of two concepts: the concept of goods wholly obtained and the concept of goods substantially transformed.
