<br/><br/> Identifies five problems faced by the Caribbean in the global arena, viz: the anti-Caribbean sentiments in the US government; a new US approach to trade policy based on reciprocity rather than promoting or maintaining one way trade agreements; re-entry of Cuba into the capitalist world market; the consolidation of the Single European Market; and, the proposed phase-out of the GATT Multi-Fibre Arrangement.  Calls for forging a regional alliance that welcomes Florida as if it were a sovereign country.  Notes that the Caribbean and Florida must minimize the negative impact of NAFTA on the Caribbean Basin, while preparing to compete with an environment of open markets and falling trade barriers.
