  <abstract>Argues that inherent weaknesses of the Treaty of Chaguaramas have proved to be inimical to pursuing true integration.  Looks at some of the legal issues that arise in the global and regional contexts, focussing on the mobility of service providers, and suggests some reforms to the regime in CARICOM so that Caribbean people can ultimately benefit from the evolution of the international system.</abstract>
