  <abstract>Concentrates on macro elements of marketing and development in the Windward Islands.  Highlights areas of interest to those territories and to Canada, and provides some evidence for understanding the declining trend in trading relationships between the Windward Islands and Canada.  Recommends that pre-requisites such as economic and political stability, size and growth potential, government actions, cultural factors, and trading relationships and barriers should be considered very carefully in whatever programs the Windward Islands devise.  Advises that more relevant and specific theories of marketing and development are needed to assist decision makers in the Caribbean.</abstract>
