Identifies three damaging effects of the military dictatorship of the 1980s, viz., emigration, which led to weakening of the human resource base of the country; relations with other countries, including traditional and donors; and, the weakness of certain infrastructures - related to the small size of Suriname's population and its associated weak tax base.
