Exporting labour services and market access commitments under GATS in the World Trade Organization. - 1996

Notes that the GATS recognizes 'labour' as a factor integral to trade in services, and the importance of movement of labour for providing services to the international community. Analyses market access commitments concerning movement of natural persons. Describes the major implications of horizontal commitments for developing countries, and recommends a Multilateral Labour Treaty for strengthening their position in global service trade.
