  <abstract>Examines the problem of non-compliance with respect to environmental law, due in many cases to the non-binding nature of many of the obligations.  However, a second equally important problem is the complexity of many of the new obligations which do not themselves constitute defined 'end points', but rather represent plans of action to be implemented by states across a range of policy sectors.</abstract>
