Examines how efforts to dismantle the Multifibre Agreement have become entangled and possibly strangled by old-fashioned protectionist forces. Takes a critical look at the Agreement on Textiles and Clothing (ATC), and evaluates recent actions taken by Canada, the European Union and the US to implement the ATC. Is of the view that while actions taken so far by these three major textile and clothing importing countries may be incompatible with ultimate ATC success, this does not necessarily doom it, although the seriousness of the problem has not been sufficiently recognised. Makes suggestions about getting the ATC back on course.
