  <abstract>Focuses on the goals and results of the Caribbean Basin Initiative (CBI), approved by the US Congress in 1984.  Argues that so far the outcome has been positive both for the beneficiary countries and for US clothing companies (whose competitiveness was enhanced), as well as for suppliers of consumer and capital goods.  Discusses NAFTA's impact on the diversion of US imports in Mexico's favour.  Presents statistics on US garment imports in the last decade from the CBI beneficiary countries, as well as from Mexico and Asia.</abstract>
