Clarifies certain basic principles, methods and procedures of service delivery in such states.  Reviews the current state of public service delivery.  Identifies the possible gaps that need to be narrowed between best principles and current practices - with special attention given to examining the drive for increased cooperation between government and civil society.</abstract>
