  <abstract>Examines Latin America and the Caribbean's prospects regarding the last WTO Ministerial Conference's mandate to carry out activities to train countries on the issue of competition.  Examines the importance of competition for countries' development.  Reviews the experience of those countries in the Latin American and Caribbean region that have adopted natural policies on this issue.  Points to the fundamental issues that developing countries should defend when negotiating a Multilateral Competition Agreement.</abstract>
