Examines the regulation of cruise shipping in the context of international law, and the approach to a regional regulatory system for cruise shipping. Looks at aspects such as, the legal design of the authority; environmental regulations; maximising returns from taxation, port charges etc.; maximising employment opportunities for CARICOM citizens on cruise ships; utilisation of local goods and services; fair competition issues arising from cruise shipping; and, sanctions and inducements. Presents recommendations.
