Focuses on how these mechanisms will meet some desirable characteristics of dispute resolution regimes : tight deadlines for decision-making; procedures to guarantee the impartiality of the panelists; binding decisions; a panel selection process that facilitates high-quality decisions; and a means for challenging the decisions to protect the integrity of the system.
