<br/><br/> Is of the opinion that the region is designing a new CET in isolation from other instruments, viz. fiscal, monetary and incomes policies, anti-dumping legislation, common customs legislation and systems, which as an integrated package would make regional economies more efficient.  Suggests a common customs tariff which would take into account the impacts of GATT, NAFTA and the conditionalities related to the structural adjustment and sector loan programmes of international financial institutions.
