Presents an historical overview of Canada-CARICOM relations. Notes that there was a reappraisal of Canadian policy towards the region in 1980, and another in 1988 which has since guided Canada's official Development Assistance policies. Describes CARIBCAN - a trade and aid package to assist CARICOM countries to export most of their products duty-free to the Canadian market - as a multilateral arrangement around which a considerable amount of Canada-CARICOM economic and commericial relations have revolved in recent years.
