Considers technology transfer mainly in the form of foreign direct investment, and assesses the contribution that this makes to technological development. Suggests that the ultimate determinant of industrial success is national investments in capability development. This includes interventions in trade and industrial structure to promote the development of infant industries, in the purchase of foreign technolgies, in the inflow of foreign direct investment and in the focusing of education, training, technology and institutional efforts on areas of future comparative advantage.
