  <abstract>Points out that with the proliferation of regional trading agreements in recent years, there is renewed interest in whether regional agreements compete with, or complement, the multilateral trading system.  Notes that the establishment of a Committee to examine new regional agreements will improve the efficiency of the WTO working party process, and provide evidence as to whether regional agreements do indeed constitute a fragmentation of the WTO multilateral legal system.</abstract>
