Assesses donor's commitment to ICTs, particularly whether they view ICTs as a priority area or as a set of tools. Considers ICTs contribution to meeting international development goals. Discusses what conditions need to exist at a national level, if ICTs are to be an effective tool and whether ICTs are supply-driven by the donors. Presents the examples of the international women's movement and the emerging knowledge-sharing philosophy to emphasize the qualitative impact of ICTs on development.
