  <abstract>Sees three challenges for the ACP and the European Union in the new Economic Partnership Agreement viz. ensuring the agreement is in sync with the WTO - globalisation and liberalisation; developing the necessary capacity in the ACP countries to implement and to negotiate new WTO-compatible trading arrangements; and, the introduction of reciprocity into ACP-EU trade arrangements is likely to have costs and benefits.</abstract>
