Notes tha conditionalities as applied by the Internatiional Monetary Fund, the World Bank and bilateral donors are often justified, but they are not flexible enough. Argues that a counter-concept of conditionality should be launched by the South establishing a new development ethics which will strengthen the South's position in negotiations with the North.
